Both are Gtk2 NPAPI plugins and both are discovered and usable by Firefox. However, applications that use webkit2gtk-4_0 (like Epiphany and Nuvola player) fail to find these plugins, and websites that need them (like the Spotify Web Player) fail to work. As for the cause of this problem, it is my understanding that webkit2gtk-4_0 supports Gtk2 plugins, and to enable that it is necessary to build WebkitGtk against both Gtk3 and Gtk2, like the Fedora .spec file suggests [1]. As that .spec file indicates, in the case of Fedora the Gtk2 plugin support is built into a separate package. However, I don't think building it into a separate package is necessary, see [2]. I can see that the version of libwebkit2gtk-4_0-37 that I have installed (2.12.4) doesn't require Gtk2 (as its specfile says [4]), so maybe this is the cause of the problem.
