Probably bug 501959 or bug 536550. I have the same problem, and using LD_PRELOAD=/usr/lib64/libv4l/v4l1compat.so name_of_app works for me (since I'm on x86_64). Where to do this change?

Not likely, you have already upgraded to newer versions of openSUSE, which had a lot more bug fixes.
