I finally find out(manualy try command, kiwi did) that zypper have problem with --root option with several commands. the problem is not kiwi here. kiwi checks the return code of the command but in case of zypper called with --non-interactive --no-gpg-checks the return code is always 0 and therefore kiwi doesn't stop at the right place
Zypper should return proper exit code if it fails even in --non-interactive. (In reply to comment #0 from Pavel Nemec)
