I then set up a quick launch on the desktop and added some icons. Also added some icons to the taskbar quick launch. Everything was still fine after repeated logins. So back in my normal user account I renamed the kde4/share/config/plasma-appletsrc file and rebooted. On login the desktop was fine and I was able to setup a desktop quick launch and after multiple reboots it was still OK with no unknown icons appearing and no multiple quick launches on the desktop.
