Preferably the complete source code of Qt Creator (which is the easiest way to handle it) and some generated headers like ide-version.h etc... The only reason to have this package, as far as I can think of, is to develop for Qt Creator. Would it be opportunistic to add such a package to OpenSUSE? It doesn't really bother me as I know how to handle this, but if some people want to build my plugins from source code, they need to go through a very complicated and lengthy process to build a simple plugin.
