I've detected this during implementation of a better systemd support for insserv as this uses dbus to talk to systemd to be able to use the full list of targets as well as services provided by systemd. Don't know if `local_fs.target' and `local-fs.target' is identical in systemd but I gues it is not as the list insserv receices from systemd shows both. Am troubleshooting 12.3 (final released) and am trying to discover why I'm finding a "local_fs.target" and what it's supposed to do. It is as though someone created it as a placeholder, it shows by default as a load error. The unit description is only its name.
local-fs.target also exists and appears to be active.
