In 13.1 the YaST modules were automatically translated into Ruby so that on your 13.1 system you should not have YCP files but Ruby files where the Ruby files should do exactly the same as the YCP files have done (provided the automated translation did not introduce bugs). In your particular case it seems you have somehow leftover YCP files and that cause confusion in YaST. I installed my openSUSE 13.1 beta1 system from scratch and I do not have files like /usr/share/YaST2/include/printer/basicadd.ycp I assume you did not install openSUSE 13.1 beta1 from scratch. I assume you did a system upgrade from an older openSUSE version to openSUSE 13.1 beta1. But when you upgrade the old yast2-printer version 2.x YCP package to the new yast2-printer version 3.x Ruby package, the RPM upgrade should delete the old YCP files. Therefore it seems your system upgrade from an older openSUSE version to openSUSE 13.1 beta1 did not work correctly or you had those YCP files installed not via an RPM package but otherwise. Regardless how your openSUSE 13.1 beta1 system got messed up with old YCP files, the new Ruby YaST should not get confused by old YCP files. I am not member of the YaST core team. I cannot debug YaST internals.
