The new FreeDesktop icon naming standard which KDE4 implements defines two standard icon names for document-print and document-print-preview, which are used by the KDE standard actions. There is no icon name defined for quick print, and there is no standard definition of their visual appearance. The appearance of these icons is entirely at the discretion of the artists and I will leave that to them, but I do agree that the lightning flash implies quick print to me as this is how it is sometimes used on other platforms.
The app programmers have the choice of implementing the print standard action as either a quick print or to display the print dialog. I think traditional KDE preference is to display the dialog as quick print may not be the user expectation when clicking the 'normal' icon and is the least 'destructive' path. This is probably something we need to define in the HIG. Personally, I hate when there's only a quick print icon such as in OOo and Word, I almost always want to play with the print settings.
If you're wanting to take this further, then I'd suggest you start with the icon naming standard mailing list at http://www.freedesktop.org/wiki/Specifications/icon-naming-spec. If document-print was defined as 'Print with displaying the print dialog' and document-print-quick was defined as 'Print without displaying the print dialog' then we would have a clear cross-platform guideline on which meant what that we could implement. I'd suggest you back your proposal up with some hard research into how the gnome default theme, OOo, Firefox, Windows and OSX all treat the issue (totally inconsistent I'm betting).
