This is an issue with the login page itself (I, too, have experienced the occasional Chinese characters on certain browsers), and not with Bugzilla. I will talk to the login people and determine who this needs to be reassigned to.

AFAICT it is only when I get logged out because the login cookie has expired (e.g. after closing and reopening the browser session, or after a browser crash) that I get the half-English half-German version.
