As far as I tested on my environment, /etc/environment.d does not work with Plasma X11, but with GNOME session (X11 & Wayland) it works.

Plasma Wayland session hangs up on my laptop now. So I cannot test it.

That's a bit strange, because Plasma imports those variables explicitly: https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/580#note_194...
