I understand your reason for the previous package rename, but until another package requires the capability in such a way (by name or by version) that is not provided by the old package, the upgrade does not happen - because it does not need to happen. Maybe you would like to look at the ceph packages again to see how you can use requirements or recommendations in such a way that the new package is preferred.'
