One of the differences is the peaq_wmi driver in 4.14: input: PEAQ WMI hotkeys as /devices/virtual/input/input8
Could you blacklist (/etc/modprobe.d/50-blacklist.conf) or delete (see modinfo peaq-wmi, where it is) it and recreate initrd to be sure?
