They were installed by default on all versions of SUSE up to now. So you can no longer do "mdir" to check what is on the floppy. Secondly, even if mtools are installed, you can not write to the floppy, since the desktop user does not have write access to /dev/fd0 It seems that udev rules are wrong. The properties of the floppy have changed and noone noticed. The fdi file that tags the floppy device in hal for resmgr doesn't match anymore. Ie you could run mkfs on anything that you plug in and be able to mount it.
