With 15.3, this was silently dropped. Tumbleweed provides cblas from the (netlib-)lapack source package, which since Lapack 3.6.0 bundles cblas, and is the authoritative source. Unfortunately, SLE 15 (up to and including SP5) only provides Lapack 3.5.0.
