I added a new user test and that one works fine too. Looks like some permission changes that happened. Smewhere in the RC2 update some change made this happen. Obviously with creative user management it can be fixed as a work around. However, if it's due to an update somewhere 12.2 --> 12.3 .... it seems to be a permission issue but being a server guy I don't have enough oversight what happens at the second icon stage with kde (the "crossed tools").
