Is this a regression? Did it work for you before? Does the Windows VM have virtio drivers installed?

No. This is a fresh install of OS TW with KVM selected during install, and then Docker after I was up and running. The Windows VM does have the virtio drivers installed. The VM was from when I was running Debian -- I copied the qcow2 file.
