This is not normally an issue as the Default Installation has the default user equal to root equivalence
What do you mean with "root equivalence"? The installation, by default, uses the same password for the first user and root, but that's all.
So the lack of a File Manager not being available to the user who elects for the default user to NOT have root Equivalence, has no direct access to some mandatory root application that sometimes do not call for
