It seems that no "master" device has been detected on your platform.

At least one device needs to be tagged with "master-of-seat", see https://www.freedesktop.org/software/systemd/man/sd-login.html for some details.

And it's done by udev rules in /usr/lib/udev/rules.d/71-seat.rules.

So what is your video card on your system ?

It is a Raspberry Pi4, so not much choice in video cards.

Can you please attach the output of "udevadm info -e" ?
