This mess is confusing for users. These two submenus should be merged into one. You will see also entries which appears twice, one in "Settings" and another in "System", like Install/Remove software. So we have three similar submenus: "System", "Settings" and "Settings". There is no dude that the two "Settings" and "Settings" should be merged, and they might be merged also with "System". Reproducible: Always Steps to Reproduce: 1. Drop XFCE menu. 2. Drop "Settings" submenu. 3. You see two more "Settings" submenus. Actual Results: You see two "Settings" submenus. Expected Results: There should be only one "Settings" menu, because having two or tree "Settings" submenus has not sense, and it is confusing for user.
