Its the gnucash docs package. It contains the files used by the help system. If you find the gnucash docs rpm and install it, you will find out that gnucash still can not display the Help. However if you look through the files of the package you will find some readme's that tell you how to convert the help files to html files and then you can use your browser to browse the help files. So it looks like a simple packaging error.
