The use case is, that (not only this but also other) YaST modules should be installed - without their dependencies to save disk space - and pull them in (if they are missing) at runtime, when the user chooses to use them the first time. Currently this is the only way to make "minimal installations" possible while at the same time showing all important YaST modules in the YaST Control Center.
