Additionally, it seems to happen when I run gnome-appearance-properties. It's a big issue for me, since I can't restore my session with 12 terminal windows in it. Most of them end up at 80x24, on top of each other in the top left corner. On logging in, the terminals are created with the correct layout, then, apparently simultaneously with the panel appearing, they are all moved/resized wrongly. This happens for new, clean-slate users too.
