The package effected is the tikz package, but both versions report the same version of this package. I cannot attach the correct version right now, as I am not at work right now. But you can see that your pdf shows here the same problem as mine, which I created on opensuse -- so you can reproduce the problem. You ask what the problem is? As I cannot show you the correct pdf for now, the problem is that there is a second page -- where the End is placed. But the code does not produce a \newpage. I've not changed any code in the tikz package. Then the TeXLive tree has changed in the meanwhile, that means between the announcement and your version of the pgf package as tikz.sty is part of. But this is a wild guess and I am not really familiar with the software stack that is involved when using latex/pdflatex.
