Starting "ksysguard" (German: "Systemmonitor") from the command line or from the start menu, however, the task list contains the values of the cpu usage. I also only use openSUSE and only occasionally test other distros. But most of the bugs are upstream ones and not openSUSE specific, so I normally tend to report them upstream.
