This parameter was added when bnc#774553 was fixed. The hwclock command can determine --utc or --localtime from /etc/adjtime but I do not know why --noadjfile, which prevents this, is needed on the script. Workaround: Set NTPD_FORCE_SYNC_ON_STARTUP to "no" if hardware clock is local.
