Workarounds: A: Get libebl1 from the SuSE Build Service. B: On my system systemtap is left over from some package that I removed, so I just used solution #1 (toss systemtap). Suggestion to the developers: either do some magic on systemtap so libebl1 is optional, or provide a no-change patch to libebl1 so it will get into the update repo, from which it will be installable.
