After restart the new proxy settings work. This happens on all computers that have openSUSE installed in them (that I have seen so far). Yes, it might be inconvenient, but there is absolutely no way how to update env. variables of running user desktop session, thus make proxy settings effective. However, software management should use the new proxy setup immediately, without relogin.
