The reason for my problem is this: I build the rpm-package from dragonplayer-18.07.70git.20180510T033748~59c14fc-22.2.src.rpm. There were old files in usr/local/lib64/vlc during build.

That should not matter, as indicated dragon doesn't know or care at all about vlc or its plugins. The reason for the problem rather is that those old files were still in /usr/local/ when you ran it, I'd say.
