DRM does not work well with cirrus and bochs (no display) but the framebuffer driver prevents DRM drivers from loading. As we need to support cirrus for libvirt and bochs for QEMU, we cannot just remove support for frame-buffer.
Interesting. Thank you so much for pointing this out. I didn't look at the plymouth package, but the upstream sources. In the qemu setup I replaced bochs with the virtio gpu, which displays the encryption prompt nicely. That patch references bsc#888590 and bsc#980750. These are ages old and we have modernized cirrus and bochs over the years. This should be fine now.
