If the internet is not reachable does it make sense to allow for example FTP source? It cannot be added, yast (libzypp) needs to download some files from the remote server to add it into the repository. Those can be useful if someone wants to use delta RPMs he locally mirrored (or received via "gym-shoe lan" on CD ;-) When adding this as local directory, delta RPMs won't be used AFAIK, so adding the local directory is not a solution. If you think this is a too exotic usecase, just close this bug again.
