The patch was again removed from the update channel, to keep the feature "hal is not necessary" alive.

OK, that makes sense. I have just updated smolt to 1.4.3, which no longer requires HAL and submitted it to Factory as sr#64177.

Apparently the goal is to have the new smolt in the channel that does not require hal.
