To block everything by default to avoid unprotected moments. The question really is whether Firewall+/usr via network is a configuration want or need to support. If that is an unsupported config we don't need to change anything because /usr is no remote fs then. However if we need to support Firewall+/usr via network we need to move iptables to /. I'd rather rewrite the arg parsing than to move getopt though. The other mentionied programs and data from /usr are not needed at the time SuSEfirewall_init runs. So far no request to support Firewall+/usr via network reached me though.
