I have to disable horizontal scrolling every time I log in as I don't want it. New settings are retained for the rest of the session but are lost after a shutdown/boot up cycle. I tried changing the setting in KDE Control Centre/KDE Components/Session Manager/On Login from "Restore Previous Session" to "Start With an Empty Session" but problem still present.
