In this case '--use-local-packages' or '--no-server' can help to start building because it takes existing packages from /var/tmp/osbuild-cache/ instead of contacting the server. So it also helps if the contact to build.opensuse.org is broken (=offline build). Most times it happens when building kernel modules packages if versions of kernel-${flavor}-devel and kernel-devel do not fit.
