The config file explicitly sets the NETCONFIG_VERBOSE variable to "no", what breaks the netconfig call from ip-up. Note that 0014-ppp-ip-up-fixed-netconfig-modify-calls.patch from 8f81fd842644865d975ce3ab63926abc mentioned in comment:3 removes NETCONFIG_VERBOSE completely.
