I assume that Fn+F2 makes no difference to the Soft/Hard block, right ? Maybe try and take a look into the BIOS if there are any options regarding wireless/bluetooth manipulation. Take a look at the output of the command "dbus-monitor --system" (as a root). Repeated pushing of this combination doesn't lift the interface. The interface rises only manually with the help ifup.

This can be configured in the yast2 network settings. If you select ifup/ifdown then you can chose how to bring the interface up. The options are IIRC on-boot, manually and automatically. If you want to bring the device up by the Fn+F2 button I think you shall select "automatic".
