Evolution requires libgnome-spell-component-0.3.so for spell checking; this library is not being installed by default. Looking at the changelog for gnome-spell2 there was recently a change [1] which moved the library to gnome-spell2-devel. This is the only content of the -devel pacakge; I am not aware for the reason of the split. As Evolution should not require a devel package its probably the best to revert that change if there is no strong reason for the split. I am not aware for the reason of the split.
The split has been done because of a request in bug 210224 which is suspected to be invalid. The request was about avoiding -devel dependencies in runtime packages, which is legitimate, but gnome-spell2 neither had any -devel dependencies before the split nor does it include any development files.
As Evolution should not require a devel package its probably the best to revert that change if there is no strong reason for the split.
Yes, the split of gnome-spell2 should be reverted ASAP - that's why bug 210224 is currently in NEEDINFO. Btw. I'm not too happy with the split of gnome-doc-utils either (It was actually my proposal because it is required by yelp and requires libxml2-devel, so that in the end yelp pulled in libxml2-devel...), I think that the gnome-doc-utils -> libxml2-devel dependency is wrong in the first place.
