I've upgraded to 2.6.22.9-87-default, this bug doesn't reproduce so far. I think I've narrowed it down: right now (Linux shark 2.6.24-rc3-git3-11-default #1 SMP 2007/11/28 23:43:07 UTC x86_64 x86_64 x86_64 GNU/Linux) second core (CPU1) is lost mostly if I suspend while being connected to wall outlet and resume on battery. Can you try offline cpu, suspend/resume, attempt to online? Did this with no problems. Put CPU1 offline, STD'ed, resumed, checked whether it's offline, put it back online. No problems. Performed several consecutive offline/online cycles - no problems so far.

In http://en.opensuse.org/S2ram, there is documentation to find the options needed for your machine. Please try this also from the text console. In http://en.opensuse.org/Pm-utils, there is documentation on how to make the system use the options you found out with the previous step.
