See https://bugs.gentoo.org/show_bug.cgi?id=510422 for more info, indicates that upgrading to 2014d fixes the issue (I have timezone-2014c-1.1.x86_64 installed). Attempting to set the timezone using GNOME settings is also broken (defaults to LMT at each city).
