This is where the Packager offers to add the update repo, right? If so, please wait until the zypp people are ready with their new definition of products. No, it is not needed for an installation at all. Only for getting an update source which is the result of the registration process. (In reply to comment #6 from Lukas Ocilka)
In my opinion, packager should not need registration at all... (and already reported). Inst-sys probably doesn't contain yast2-registration.
I agree, and for Code11 it even can live without an import of the registration, as zypp will get a function to setup the update source for the current product.
