In doing this testing, I also found that another bug, the screen freezing for a few seconds while scrolling, is also caused by Compiz, and disabling the "Enable desktop effects" feature in GNOME causes both problems to go away. It is most likely a Compiz related problem and always appears when a new window is opened maximized.
