The packaging changed -- you are right. That was in order to have package more maintainable as none wanted to maintain it in the shape that had before. Now, each package corresponds to folder in http://cgit.freedesktop.org/libreoffice/dictionaries/tree/ and the package gets generated from there. I am afraid that the change you propose would put the package back to previous state. I'll look at it in next week, but with (very) low priority.
