It's not that Qt CC would require yast2-qt in runtime (it is a standalone Qt app, independent of YaST). It's rather that the check for the presence of Qt UI is too strict. yast2-qt shared lib (libpy2qt) is needed for YaST modules to have Qt UI, but not for Qt control centre itself. I updated the script (the problem was in fallbacking - QT was used as fallback for GTK, but not vice versa) as well as added soft dependency between QT CC and QT UI.
