I don't quite get in which way these files are related to development, in fact they are referenced by /opt/gnome/%{_lib}/bonobo/servers/GNOME_Spell.server. Actually I think that bug 210224 is plain invalid as far as it concerns gnome-spell2 - it does neither contain any development files nor does it have any -devel dependencies.
