This would force most users to do 3 separate selections rather than just one. The vast majority of users set all 3 things at the same time. If you are German, you very likely want the German language, the German keyboard layout, and time zone Germany. The exceptional case are those few people who want German language and time zone, yet use a US keyboard. We don't optimize for the exceptional case.
