In /etc/sysconfig/security PERMISSION_SECURITY is set to "secure local". KDE 3.5 and Gnome heed those settings, it is impossible to shut down the computer when clicking on reboot or shutdown in the log out box. XFCE in contrast does not. It is (with the same security settings) possible to shut down or reboot the computer. run /sbin/set_polkit_default_privs, that will change all policykit privileges to restrictive defaults if PERMISSION_SECURITY is set to 'secure'. After that users should no longer be able to shut down the computer, correct?
yes, this solved it. I thought this would be done automatically when running SuSEconfig? (When theses machines where set up, a script copied several files into /etc/sysconfig, running SuSEconfig afterwards. I thought permissions would be set properly, forbidding a shutdown, especially as it worked with KDE and gnome.) (In reply to comment #1)
Volker: in the meantime try logging with gdm and report versions of gdm,kdm and policykit packages.
