I have OS 11.2 & 11.3 servers, and access them from a variety of UK keyboards and platforms. Remote administration (tightvnc as client on OS 10.3, 11.2 WinXP & Vista) keyboard works fine for 11.2 and doesn't work for 11.3. Some keys are reassigned (e.g. #, £ & ~) and some have disappeared (e.g. | & \). On the laptop the extended keys don't work. The numeric pad is non-functional. I was hoping to upgrade all the servers to 11.3 but this will now have to wait until this is fixed. I can't spend my time running both a vnc session (for the graphical bits) and an ssh session (for command line) to the same server.
