Thanks for providing you configuration now we can see what is wrong.
The br0.99 interface is a slave of br1. When you enable debug printouts of the
wickedd-dhcp4 command there is more verbose response. Something like:
# /usr/lib/wicked/bin/wickedd-dhcp4 --debug all --test br0.99
::: Reading config file /etc/wicked/common.xml
::: br0.99: DHCPv4 not supported on slaves
FATAL ERROR: *** DHCPv4 not supported on 'br0.99' ***
Thus as you did the dhcp discovery works on br1.
I am not sure what exactly has been done here, but with such setup regular:
wicked ifup all should enslave and bring appropriate devices up.
