So I am not too surprised about --watch (without knowing what it is doing exactly) but I hope it is started during boot using --plymouth although "systemctl cat systemd-ask-password-console.service" does not show that.
If you boot with plymouth enabled, the service activated is systemd-ask-password-plymouth.service, and if it's necessary any password request after switching root, there is also a hanging process (`/usr/bin/systemd-tty-ask-password-agent --watch --plymouth` in this case). well either we hard require plymouth or the code should be able to handle missing plymouth.
