I was trying out an old Mustek USB (1248UB), bus-powered scanner which is supported by the gt68xx backend but also requires a firmware file. I could not figure out for the life of me what was going on. sane-find-scanner would show it but scanimage -L would not. I connected it to my laptop which runs the current Ubuntu and there it would show up. After copying the firmware file to the correct dir it even scanned. While I was researching the problem I read a forum post which mentioned dll.conf and to my surprise on OpenSUSE all backends were disabled. I looked at the source rpm for sane-backends and saw that they provide a rule which automatically enables scanners that have good support but which also work without additional firmware files. The original dll.conf as shipped by the Sane Project looks like a perfectly sane (pun intended) default.
